Process of NGO registration in Nepal
Step 1: Formation of team and preparation of documents
v Any 7 or more than 7 persons willing to establish is required
v Copy of citizenship certificate of all members
v Passport size photographs of all members
v Character Report of all members from police
v Documentation of mission, goals and by-laws
v Proposed draft of Memorandum of Association & Articles of Association
v Rental Agreement with the lessor of the office where NGO is to be located
Step 2:Apply for Recommendation from ward office
Request for letter of recommendation from the ward office to be made in which the NGO is to be located.
An application with all the documents prepared should be submitted.
Step 3: Apply for recommendation letter from District Coordination Committee(DCC)
After obtaining recommendation letter from local level, application to be submitted to the district coordination committee for recommendation letter. An application along with all documents prepared and a copy of minutes of the ad hoc committee meeting regarding the approval for registering NGO should be submitted.
Step 4: Obtaining Certificate of Registration from concerned District Administration Office(DAO)
After recommendation letter is obtained from DCC,application to be filed with DAO for certificate of registration along with the recommendation letters obtained from DCC and local ward office, notarized citizenship certificates ,duly signed AOA ,MOA, duly signed minute/decision from ad-hoc committee.
After necessary inquiry , if all the procedures and documents are in line with the relevant provision for registration , registration certificate is granted by DAO.
Step 5: Apply for Affiliation from Social Welfare Council
SWC application form is to be filled and all the required documents is to be submitted for affiliation.
Step 6: Obtain PAN from Inland Revenue Department
Apply for PAN (Permanent Account Number) after being affiliated with the social welfare council.
Renewal of Registration Certificate
§ Every fiscal year in;
Ward office – by submitting Annual Report ,
District administration office - by submitting Annual Audit Report,
Tax office - by submitting Annual Tax Return.
§ Every Three year in;
Social Welfare Council- by submitting Renewal Application
